China boiler renewal and heat pump replacement

China has issued a notice on accelerating the promotion of special equipment renewal, intending to promote boiler renewal, and promptly cancel the use registration certificate for boilers listed in the elimination category.

The list includes such as oil-fired boilers mainly used for power generation, fixed grate coal-fired boilers, coal-fired boilers with a capacity of 10 tons of steam per hour or less, biomass boilers with a capacity of 2 tons of steam per hour or less, and coal-fired boilers with a capacity of 35 tons of steam per hour or less in key areas for air pollution prevention and control.

 

 

For coal-fired boilers that do not meet ultra-low emission requirements, fixed grate biomass boilers of 35 tons of steam per hour or less, coal-fired boilers of less than 35 tons of steam per hour, coal-fired boilers of less than 10 tons of steam per hour, and other boilers included in the restricted category, the government encourages users to update and renovate their boilers, and encourages the use of various types of heat pump units as replacements.

 

CNEA releases six new standards for air source heat pumps

The National Energy Administration of China（CNEA ）issued Announcement No. 2 of 2024, approving the new standards as below, which will be implemented on November 24, 2024.

Fujian promotes heat pumps,electric thermal energy storage boilers

Fujian Province has released a carbon peak implementation plan, which aims to promote the electrification of terminal energy consumption, expand the field of electric energy substitution, and replace steam drive with electric drive.

Promote technologies such as electric boilers and electric heating, promote electric energy substitution such as high-temperature heat pumps and high-power electric thermal energy storage boilers, expand the proportion of electrified terminal energy-consuming equipment, promote green electricity consumption in petrochemicals and chemical industries, and gradually increase the proportion of green electricity consumption.

 

Interest subsidies for the purchase & renewal of heat pump systems

Beijing announced that the equipment purchase and renovation projects involved in the heat pump system heating renovation in Beijing can receive government interest subsidies.

A 2.5% interest subsidy will be granted to eligible heating projects for a period of 2 years.

Equipment purchase and renovation projects related to geothermal and heat pump heating renovation are included.

 

Promote high-temperature heat pumps ahead of time

Ningxia issued the “Guidelines for Large-Scale Equipment Renovation and Reconstruction in the Industrial Field”, and will renovate smelting furnaces, medium-frequency furnaces, carbonization chambers, hydraulic transmission and other devices in accordance with laws and regulations

At the same time, moderately promote electric furnace steel, electric boilers, electric kilns, electric heating, high-temperature heat pumps, high-power electric thermal energy storage boilers and other process technology equipment.

 

Shaanxi: Clean energy must be used for heating

Shaanxi Province issued a notice requiring the development of geothermal resource utilization. Support will be given to geothermal heating demonstration areas, key geothermal demonstration and promotion projects, equipment manufacturing and geothermal construction projects.

New residential buildings, commercial complexes, etc. must use clean energy for heating. The geothermal heating area has been increased to 70 million square meters.

 

Henan: Eliminate coal-fired boilers with 35 tons of steam/hour or less

Henan Province issued an announcement: Heating facilities and equipment will be updated and renovated with coal-fired boilers that have exceeded their service life, whose energy efficiency level does not meet the energy-saving level of industrial boilers or the Level 2 standard, and whose flue gas emissions do not meet the standards.

Focus on eliminating coal-fired boilers with a capacity of 35 tons of steam per hour or less, and give priority to transforming them into various types of heat pump units.

Renovation of heat exchangers and water pump motors that have exceeded their service life and do not meet energy efficiency standards.

Renovation and reconstruction of heat pump units, radiators, chillers, exterior doors and windows, curtain walls, exterior wall (roof) insulation, lighting equipment, etc. that have exceeded their service life, have high energy consumption, have safety hazards, and have no repair value.

 

Renewable electricity for heat pumps and energy storage boilers

Chongqing has proposed a policy to support renewable electricity in electric heating kilns, high-temperature heat pumps, electric thermal energy storage boilers and other fields, tap the potential of local clean energy, and promote the exploration, development and utilization of natural gas (shale gas).

Promote the planning and construction of hydropower, wind power, and photovoltaic power generation, develop biomass energy and geothermal energy, and build a clean, low-carbon, safe and efficient energy system.

Support the construction of green microgrids, combine new energy storage, heat storage and other technical solutions, and promote the construction of integrated systems of thermal power cogeneration, distributed energy and photovoltaic energy storage.
